It turns out that the passage of time is actually rather predictable. Who knew? Wink
Thats why you take the least significant digits.  Players can't control the number of miliseconds since the last whole second that well can they?

Usually not, but attackers sometimes actually can time their exploits to the precise millisecond. So for some applications you do need additional randomness.
